Dr. Paul Offit's remarks before the vote

Called on first when committee discussion opened. He notes that current vaccines still protect against serious illness, questions whether a 1.75-fold rise in neutralizing antibodies is clinically meaningful, points out that BA.4 and BA.5 were by then about half of circulating strains, and argues an updated vaccine should be held to the standard of a new product. FDA's official recording, starting at 6:33:10.

He also asked a question earlier in the day about whether one bivalent vaccine could serve both first doses and boosters (3:58:15).
